Home Care Program manages medical and non-medical support services that are needed by frail individuals ages 65+ to avoid institutionalization. Managed services include visiting nurse services, home health aide, chore assistance, homemakers, adult day care, home delivered meals, companion services, respite care, transportation, emergency response systems, and other services necessary to support independent living. Cost of services cannot exceed cost of institutional care. Purpose of the program is to keep frail elders from being institutionalized. There are no income limits for the program, but cost of care is calculated according to a sliding fee scale. Asset limits depend upon income level. The benefit of program participation for eligible seniors who must pay for full cost of care is that they can receive the case management and care oversight services that CT Home Care Program case managers provide. The PCA (Personal Care Assistant) Program is for disabled individuals whose PCA services ended when they reached age 65.

State agency administers state and federal cash assistance, SNAP/food stamp and medical insurance programs for low income individuals, individuals who are elderly or disabled, and refugees. Cash or medical insurance programs include Temporary Family Assistance (TFA); State Administered General Cash Assistance (SAGA); State Supplement for the Aged, Blind and Disabled (State Supplement); Medicaid; and other medical expense or personal care assistance programs for special populations. DSS also administers funding for child support enforcement services, energy assistance, rental assistance, emergency housing programs, burial funds for the indigent, and protective services for the elderly.
