Federally funded Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, helps eligible individuals and families afford the cost of food at supermarkets, grocery stores and farmers’ markets. Individuals can apply for these benefits by completing a state application form which can be done online, or mailed, or dropped off at a local DSS Regional Office. Once the form is complete, Individuals will be assigned an eligibility worker who will interview individuals to complete the application process. There are gross and net income limits. The gross income limit is equal to 185% of the current Federal Poverty Level and is the amount of income the household has before taxes and deductions. The gross income limit applies to most households, but does not apply to households in which at least one person is 60 years of age or older, or receives disability income. However, all households are subject to a monthly net income limit. The net income limit is equal to the current Federal Poverty Level and is the amount left over after certain deductions are allowed. -- For those renewing benefits, a new process has been added online. The SNAP Periodic Report Form, or “PRF,” helps DSS gather information about any changes you may have had since the last time you completed a renewal for SNAP benefits. Generally, this is done half-way through your certification period--meaning every six months for most enrollees (and every 12 months for older adults and persons with disabilities with no earned income). The PRF will be pre-populated with the information about your household that DSS has in their records. Then individuals will fill out the PRF and return it to DSS.
-- Getting your PRF - DSS sends your PRF in two ways: 1) Though the U.S. mail; and 2) Through the online DSS ‘MyAccount’ option. The second option is new. You can choose to access your PRF online through your MyAccount (visit www.connect.ct.gov and click on the MyAccount box). - If you don’t already have an online MyAccount, it’s easy to open one. Just follow the prompts after you click on the MyAccount box at www.connect.ct.gov. - If you already have an online MyAccount, look for the PRF link on your MyAccount homepage, after you’ve logged in. *Important: please make sure the Client ID number is associated with your MyAccount (this is necessary to have access to all the MyAccount features). Your PRF will appear in your MyAccount 60 days before it is due.
Income standards for SNAP are based the federal poverty levels (FPL); There are gross and net income limits.; The gross income limit is equal to 200% of the current Federal Poverty Level and is the amount of income the household has before taxes and deductions; The gross income limit applies to most households; The gross income limit does not apply to households in which at least one person is 60 years of age or older, or receives disability income; However, all households are subject to a monthly net income limit -There is no asset limit EXCEPT for households whose gross income is more than 200% of the Federal Poverty Level; For those households, total assets including cash, savings accounts, stocks and bonds cannot be more than $4,500; A home the client lives in is NOT an asset, nor do liens get placed on the home; Vehicles or retirement accounts, such as IRAs; Again, these asset limits only apply to households whose gross income is more than 200% of the Federal Poverty Level-A household is all the people who live together and buy and prepare food together. Once a household meets the eligibility requirements, we calculate the amount of the household’s SNAP benefit based on the household’s income and certain allowable deductions for shelter, dependent care expenses, medical costs and child support payments to others outside the household. Shelter costs are rent and mortgage payments, heating or cooling not included in rent, and utility and monthly telephone services charges. NON-CITIZENS: People in the U.S. with a temporary visa and illegal aliens are not eligible for SNAP; however, their citizen children can be eligible; Permanent residents, refugees, asylees, and certain other categories of immigrants are eligible for SNAP; Permanent residents who have not lived in the United States for five years are eligible for state-funded SNAP, but must have lived in Connecticut for at least 6 months

Cash or medical insurance programs include Temporary Family Assistance (TFA); State Administered General Cash Assistance (SAGA); State Supplement for the Aged, Blind and Disabled (State Supplement); Medicaid; and other medical expense or personal care assistance programs for special populations. DSS also administers funding for child support enforcement services, energy assistance, rental assistance, emergency housing programs, burial funds for the indigent, and protective services for the elderly.
