Statewide General Assistance program is a cash assistance program for individuals who are unable to work for medical or other eligible reasons.
Program serves:
**Adults who are either permanently or temporarily unable to work due to a documented medical condition and whose income and assets are below allowable limits.
**Individuals who applied for and are waiting to receive Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) benefits from the federal government’s Social Security Administration apply for SAGA cash assistance, pending eligibility for these federal benefits.
**Person must be either unable to work for a short‐term period (2‐6 months) or unable to work (including unable to participate in education or training) for a long‐term period (6 months or more).
**Individuals may also qualify as unemployable for certain specific, non‐medical reasons which include being over age 55 with no work history in the previous 5 years, over age 65, or needed in the home to care for an incapacitated spouse or child.
**Gross income limit – monthly gross income must not be more than 300% of the maximum SSI limit for one person if unmarried, or 600% of the maximum SSI for a couple if married.
Applied income limit – There are also limits on the amount of “applied income” may receive and still be eligible. Applied income is the amount of individual's gross income that remains after deducting certain costs. Monthly applied income must be less than the maximum SAGA cash assistance available.
Ages 18-21 if not living with parents; Otherwise, ages 21+; Must be U.S. citizen or have permanent resident status; Gross income limit – monthly gross income must not be more than 300% of the maximum SSI limit for one person if unmarried, or 600% of the maximum SSI for a couple if married; Asset limit is less than $500, if unmarried and up to $1,000 for a family of four; and automobile equity may not exceed $4,500; Adjusted income (gross minus certain exclusions and deductions) varies from $55 or $219 per month, depending upon whether the individual is unemployable or transitional and whether he/she pays for shelter; Must be unemployable to receive SAGA cash; Unemployable: Must have physical and/or mental impairment that prevents employment for at least six months; Individuals will be required to apply for SSI or SSDI benefits before receiving SAGA cash assistance; Individuals also be required to sign a form authorizing the Social Security Administration to reimburse DSS for any SAGA cash assistance provided while SSI or SSDI application is pending; Social Security Administration will send SSI or SSDI back benefits directly to DSS to reimburse the State for the SAGA cash assistance received; State will only keep the amount it paid to individual as SAGA cash assistance

Cash or medical insurance programs include Temporary Family Assistance (TFA); State Administered General Cash Assistance (SAGA); State Supplement for the Aged, Blind and Disabled (State Supplement); Medicaid; and other medical expense or personal care assistance programs for special populations. DSS also administers funding for child support enforcement services, energy assistance, rental assistance, emergency housing programs, burial funds for the indigent, and protective services for the elderly.
