Down payment assistance loan program is available to households that qualify for and receive a CHFA first mortgage. Assistance can be used for down payment and closing cost assistance. Program my be used in addition to other down payment assistance programs. Program is administered by Connecticut Housing Finance Authority on behalf of the Connecticut Department of Housing.
Eligible applicants that qualify and receive a CHFA first mortgage; Current resident of Connecticut and able to demonstrate residency for the most recent three years; Applicants who are not first-time homebuyers may also apply if they plan to purchase in a targeted area of the state; Borrowers may not own any other property at the time of the CHFA mortgage closing

Quasi-public Housing Finance Agency that offers below-market interest rate mortgages for low- to moderate-income first-time homebuyers or borrowers who have not owned a home in 3 years. Provides homebuyer education and foreclosure prevention programs. Agency has an Emergency Mortgage Assistance Program (EMAP) for homeowners struggling to pay their mortgage, in addition to an Emergency Lien Assistance Program for homeowners struggling to pay their non-mortgage expenses such as homeowners association fees and non-escrowed taxes. Also offers a Reverse Annuity Mortgage for seniors with long-term health care expenses who want to remain in their homes. Agency also works with developers to finance construction and renovation of multifamily affordable rental housing, and is the state’s administrator for federal Low Income Housing Tax Credits. Note: Agency does not provide housing for individuals and families or refer people to rental housing; Agency is not a public housing authority, does not provide or manage Section 8 vouchers or any form of rental subsidy.
