WEATHERIZATION LOANS AND GRANTS

PROGRAM ADMINISTRATORS: Community Renewal Team administers a statewide weatherization program through the state’s twelve Community Action Agencies. The Conn. Housing Investment Fund, and the state’s two regulated electric utilities (UI and CL&P) also offer weatherization programs. Some towns may offer a weatherization program for town residents only.

PROGRAM DESCRIPTION: Weatherization programs, also known as energy conservation programs, are intended to help low-income homeowners, and in some cases renters, to make improvements to their home in order to increase energy efficiency and reduce the amount the homeowner/renter spends on heating and/or electricity. An agency offering weatherization programs may offer low-interest loans to homeowners to do the modifications on their own, or the agency may pay a home improvement firm to make the modifications.

COST: No fee

WHO IS ELIGIBLE: Each agency offering a weatherization program has an income-based eligibility guideline.

  • UI and Community Action Agencies: Must be eligible for Conn. Energy Assistance Program/Contingency Heating Assistance Program (CEAP/CHAP)
  • CL&P: Gross annual income at or below 60% of the State Median Income
  • Conn. Housing Investment Fund: Gross annual income at or below 150% of State Median Income

Each agency may also have other specific eligibility requirements.
