TELEPHONE CONNECTION ASSISTANCE PROGRAM - CONNECTICUT

WHAT IS THE CONN. TELEPHONE CONNECTION ASSISTANCE PROGRAM ?

Conn. Telephone Connection Assistance Program (CTCAP) is the Connecticut version of Link-Up America, a Federal Communications Commission (FCC) mandated program. CTCAP offers a 50% reduction on installation charges for qualified persons receiving Social Security SSI, CEAP, TFA, selected Medicaid benefits, or State Supplement to the Aged, Blind, or Disabled. In addition, eligible customers are entitled to installment billing for the connection charges, for up to six months. All providers of local telephone service are required to provide the CTCAP credit to all of their qualifying customers who request it.

WHO IS ELIGIBLE?

CTCAP is offered only to residential service customers. To qualify, a customer must be receiving assistance from at least one of the following programs:

  • Temporary Family Assistance (TFA)
  • Medicaid (Title 19)
  • State Supplement to the Aged, Blind, or Disabled (AABD)
  • Connecticut Energy Assistance Program (CEAP)
  • Contingency Heating Assistance Program (CHAP)
  • Supplemental Security Income (SSI)

In addition, residential customers requesting the CTCAP program must apply for a single telephone line at his/her principal place of residence, put service in the name of the person applying for the credit, and must not be a dependent for federal income tax purposes, unless he or she is more than 60 years of age.
