SUBSIDIZED RENTAL HOUSING - PEOPLE WITH DISABILITIES
WHAT IS SUBSIDIZED HOUSING FOR PEOPLE WITH DISABILITIES?
Subsidized housing for people with disabilities includes subsidized rental housing facilities and subsidized housing programs which are open to and/or targeted for people ages 18-62 who have disabilities and who are receiving SSD and/or SSI. The types of housing included are housing complexes owned by local public housing authorities, privately managed housing subsidized by Housing and Urban Development (HUD), and privately owned rental units that are qualified for the Section 8 and/or Rental Assistance Program (RAP). Section 8 Mainstream Vouchers are a special allocation of vouchers targeted to familes who have a member with a disability. Although the Americans With Disabilities Act (ADA) applies to public housing programs receiving direct HUD subsidies, local housing authorities may be allowed to limit eligibility only to people with certain types of disabilities, such as mobility impairments. Some private rental properties accepting Section 8 vouchers might not be required to comply with the ADA.
Local Centers for Independent Living may assist with locating housing, but not all offer this service. Some will assist only when the individual is leaving a hospital or nursing home, or when he/she is at risk of being institutionalized.
WHO IS ELIGIBLE:
- Adults less than 62 years old who have a disability and are receiving SSD and/or SSI
- Also if a medical doctor verifies that the disabled resident needs a live-in aide, a non-disabled, non-elderly person can live with the disabled resident to serve as a caretaker. The live-in aide's income is NOT counted when determining eligibility for the housing. This living arrangement would require at least a two bedroom apartment, so if the housing facility does not have any suitable apartments, the housing manager may reject the application. For more details on the requirements for having a live-in aide, contact HUD.
