CONNTRANS - CONNECTICUT
PROGRAM FOR ORGAN TRANSPLANT RECIPIENTS
The following is excerpted
from the Connecticut Department of Social
Services publication: "Facts
about ConnTRANS" posted on the DSS web
site.
Charitable fund administered by
the Connecticut Department of Social Services,
Adult Support and Disability Services Unit
provides financial assistance for
income-eligible people who either need an organ
transplant or have had a transplant and need
help paying for maintenance medications. Some of
the expenses ConnTRANS pays for include
physician and hospital services, prescription
drugs, health insurance, medical transportation,
child care expenses, and lodging for the patient
and family members.
This is not an entitlement
program; assistance is limited by the amount of
money in the fund at any given time. Most of the
money in the fund comes from Connecticut
residents who donate part of their income tax
refund.
ELIGIBILITY
- Must be a citizen or eligible
non-citizen who has lived in Connecticut for
at least 60 days
- There are two income limits
that vary according to family size:
- For individuals who need help
to pay for the initial medical expenses of
the transplant, the income limit is the same
as the state median income for Connecticut.
- For individuals who are
transplant recipients who need help paying
for their subsequent medical expenses, the
income limit is 300% of the Federal Poverty
Level
- Asset limit is $10,000. Counted
assets are: cash on hand, bank accounts,
stocks and bonds, severance pay, including pay
for unused sick and vacation time.
- If over the income or asset
limit person should still apply in case some
of their medical expenses can be used to spend
down their income and assets
HOW TO OBTAIN SERVICE: Call Adult Support Unit at
Connecticut Department of Social Services, or
get an application from the hospital's
transplant unit or social service department.
