3. Inclusion Policy 3.1 General Policy

UWC collects, maintains and disseminates child care and human service information that enables people to make informed choices to improve their quality of life.
Inclusion in the 2-1-1 database is free, and is completely unrelated to whether an organization purchases separate advertising space in any of UWC's products or membership in the agency, or is a partner in any collaboration.

The 2-1-1 database includes organizations or programs primarily located in or serving the State of Connecticut:

Private nonprofits offering health and human services in Connecticut; Licensed nursing homes, residential care homes, assisted living facilities, adult day health facilities, continuing care facilities, hospitals, home health providers; Connecticut's municipal and state agencies and commissions, as well as selected federal government agencies; Quasi-public/private agencies; Public and private housing providers that offer subsidized or below market rent apartments; Hotlines, helplines, information lines and information and referral lines that are administered by a nonprofit or government entity; Organizations, such as churches and civic groups, that offer a service for the community-at-large which is not restricted to their members; Professional associations for health and human service providers; Connecticut Boards of Education; Connecticut City/Town Halls; Self help support groups offered by a nonprofit agency which do not charge a fee or for which the fee is nominal and is meant to cover refreshments, for example or For profit businesses that offer a unique service which is not widely offered by the nonprofit community, such as board and care facilities, sober houses, companies that modify motor vehicles to accommodate drivers with disabilities. For organizations located outside of the Connecticut, UWC lists agencies near Connecticut's border that offer essential services are included when their services are more accessible to Connecticut residents living near the border than equivalent services offered in-state. 2-1-1 Child Care database maintains current listings of all state licensed child care centers and family day care homes, as well as listings for nanny agencies, nursery schools, play groups and summer camp programs in Connecticut. There is no charge to parents who call or search the database nor is there a charge to facilities for a listing. Users should contact 2-1-1 (at 2-1-1 or 1-800-203-1234 for enhanced information on providers that are not included in the 2-1-1 Childcare database.

3.2 Exclusion UWC reserves the right to exclude from its database any organization that it has adequate reason to believe may spread hatred or have a philosophy that could be hurtful to the well-being of individuals, groups or the community as a whole. Potential grounds for exclusion or removal from the database may include, but is not limited to, service non-delivery, fraud, misrepresentation, discrimination, or criminal activities.
UWC reserves the right to refuse to list or to discontinue listings for organizations that have had serious complaints lodged against them with any regulatory body, with other organizations in the database providing similar services, or with UWC itself. Decisions to include, exclude, or remove a service listing may be appealed by writing to the President of UWC after a reasonable attempt has been made to resolve the issue with staff.

3.3 Referral to Other Services Users should contact 2-1-1 (at 2-1-1 or 1-800-203-1234 for services that are not included in the 2-1-1 database. These services could include some time-limited, confidential, informally organized services or national organizations that refer individuals to essential services in states other than Connecticut, such as a national domestic violence hotline, a national child abuse hotline, etc. or information and referral agencies located throughout the United States and Canada.

UWC links users to external web sites for some frequently requested information that is not included in the 2-1-1 database such as locations of alcoholic or drug dependency support groups.

4. Update Policy Most organizations listed are asked annually to complete a written questionnaire or to update their information by telephone, fax or e-mail. In addition, the Information Department and Regional Outreach Teams monitor service changes, and changes are made as soon as the information is known and verified with the service provider. Nevertheless, community services change so rapidly that some omissions and changes are inevitable. UWC encourages organizations to use this Site to notify the Information Department of service changes throughout the year. Please send an email to infoline@ctunitedway.org to report any changes. UWC reserves the right to verify each change with the service provider. The amount of detail, the language used and the presentation of information in describing a service or organization is at the discretion of UWC.

Changes submitted will not appear immediately on the Site. Information is currently updated once a week.

5. Privacy Policy 5.1 Confidentiality Warning

UWC respects the privacy of every individual who visits our websites and online areas. 211, UWC's community information and referral line, is a confidential service, and UWC strives to ensure similar confidentiality in e-mail communication concerning community services. Nevertheless, absent the use of encryption, the Internet is not a secure medium and privacy cannot be ensured. Internet e-mail is vulnerable to interception and forging. UWC will not be responsible for any damages you or any third party may suffer as a result of the transmission of confidential information that you make to UWC, or that you expressly or implicitly authorize UWC to make, or for any errors or any changes made to any transmitted information.

UWC does not use "cookies" or other tracking devices to gather data on Internet users. It does measure site visits but does not collect or maintain information on the identity of such users.

5.2 Submissions All information submitted by organizations about their services to UWC via shall be deemed and remain the property of UWC. UWC shall be free to use, for any purpose, any ideas, concepts, know-how or other techniques contained in information provided to UWC through the Site or sent through e-mail or gathered via phone or mail. UWC shall not be subject to any obligations of confidentiality regarding any such information submitted to it unless specifically agreed to by UWC, or required by law. UWC may use comments submitted by users about the Site for promotional purposes. UWC will seek written permission of the user before publishing his or her personal name, organization or program name or direct comment. UWC may combine comments and attribute them to pseudonyms without seeking permission of the users.

5.3 Information Collection/Communications from the Sites United Way of Connecticut collects information from our users at several different points on our Web site. We use this information to contact the user about services on our site for which he has expressed interest. It is optional for the user to provide demographic information (such as age and gender), and unique identifiers (such as, username and password), but encouraged so we can provide a more personalized experience on our site. If a user wishes to subscribe to any UWC newsletters, UWC asks for contact information such as name and email address. Out of respect for UWC users privacy UWC provides a way to opt-out of these communications. Please see the Choice and Opt-out sections.

5.4 Order UWC request information from the user on our order form. A user must provide contact information (such as name, email, and shipping address) and financial information (such as credit card number, expiration date). This information is used for billing purposes and to fill customer's orders. If UWC has trouble processing an order, the information is used to contact the user.

5.5 Log Files Like most standard Web site servers UWC uses log files. This includes internet protocol (IP) addresses, browser type, internet service provider (ISP), referring/exit pages, platform type, date/time stamp, and number of clicks to analyze trends, administer the site, track user's movement in the aggregate, and gather broad demographic information for aggregate use. IP addresses, etc. are not linked to personally identifiable information. UWC uses a tracking utility that uses log files to analyze user movement.

5.6 Sharing Though we make every effort to preserve user privacy, we may need to disclose personal information when required by law wherein we have a good-faith belief that such action is necessary to comply with a current judicial proceeding, a court order or legal process served on our Web site.

5.7 Choice/Opt-out Users who no longer wish to receive UWC newsletters and promotional communications may opt-out of receiving these communications by emailing UWC at infoline@ctunitedway.org.

5.8 Surveys [& Contests] From time-to-time UWC site requests information from users via surveys or contests. Participation in these surveys or contests is completely voluntary and the user therefore has a choice whether or not to disclose this information. The requested information typically includes contact information (such as name and shipping address), and demographic information (such as zip code). Contact information will be used [shared with the contest [survey] sponsors] to notify the winners and award prizes. Survey information will be used for purposes of monitoring or improving the use and satisfaction of this site. Users' personally identifiable information is not shared with third parties unless we give prior notice and choice. Though UWC may use an intermediary to conduct these surveys or contests, UWC may not use users' personally identifiable information for any secondary purposes.

5.9 Bulletin Boards UWC sites may include Bulletin Boards (Topic Discussions) which allow feedback to UWC and interaction via e-mail and discussion between users. UWC does not control the messages, information or files delivered to Bulletin Boards. It is a condition of your use of the Bulletin Boards and this Web site that you do not engage in any of the following:

Restrict or prohibit any other user from using and enjoying the Bulletin BoardsPost or transmit any unlawful, threatening, abusive, libelous, defamatory, obscene, vulgar, pornographic, profane, or indecent, information of any kind, including without limitation any transmissions constituting or encouraging conduct that would constitute a criminal offense, give rise to civil liability or otherwise violate any local, state, federal, or international law.Post or transmit any information, software or other material which violates or infringes on the rights of others, including material which is an invasion of privacy or publicity rights which are protected by copyright, trademark, or other proprietary right, without first obtaining permission from the owner or right holder.Post or transmit any information, software, material or Trojan horse intended to subvert or defeat the purpose of the web site from within, or which contains a virus or other harmful component.Post or transmit or in any way exploit any information, software or other material for commercial purposes or which contains advertising.

6. Security/Usability 6.1 Compatibility UWC cannot guarantee compatibility or functionality with any specific user browsers or Internet Service Providers. UWC does not warrant that the functions contained in the materials and products will be uninterrupted or error-free, that defects will be corrected, or that this site, including bulletin boards, or the server that makes it available are free of viruses or other harmful components. UWC does not warrant or make any representations regarding the use of the results of the use of the materials on this site or in third party sites in terms of their correctness, accuracy, timeliness reliability or otherwise. You, and not UWC, assume the entire cost of all necessary maintenance, repair or correction stemming from the use of this site.

6.2 Computer Viruses While every effort is made to ensure that all information provided on the Site does not contain computer viruses, you should take reasonable and appropriate precautions to scan for computer viruses and should ensure that you have a complete and current backup of the applicable items or information contained on your computer system. You should pay specific attention to some of the newer viruses that have been written to automatically execute when an infected word processing document is loaded into certain word processing programs.

7. Governance Of Agreement This agreement shall be governed by and construed in accordance with the laws of the State of Connecticut without giving effect to any principles of conflicts of law. Jurisdiction shall be remanded to the appropriate State of Connecticut Court as necessary. If any provision of this agreement shall be unlawful, void, or for any reason unenforceable then that provision shall be deemed severed from this agreement and shall not affect the validity and enforceability of any remaining provisions.

UWC retains the right to modify this disclaimer as well as the operational practices and functionality of this web site at any time and at its sole discretion.

8. Effective Date 8.1 Termination These terms of use are effective until terminated by UWC, at any time and without notice. 8.2 Date of Effectiveness/Notification of Changes If UWC decides to change the terms of use/privacy policy, UWC will post those changes to this privacy statement, the homepage, and other places we deem appropriate so UWC users are always aware of what information UWC collect, how UWC uses it, and under what circumstances, if any, UWC discloses it. UWC will use information in accordance with the privacy policy under which the information was collected.
